The problems went away after I uninstalled the Yahoo Tool Bar and associated 'extras' from the control panel --> add/remove programs.

Without -extoff, I get IEXPLORE.EXE in Task Manager with 17+MB
With -extoff, I get IEXPLORE.EXE in Task Manager with 27+MB, and IE opens with http://xtoff/ (Is this expected ?)
Any how, what is causing this and what should I do next ?

Some times, it loads well --> shows 30MB+ memory usage in Task manager.
Many times, it shows memory usage of 17MB+ and fails to load the user interface...
Any one experienced this ?

While repair installing windows, I was getting errors like "cannot copy staxmem.dll"..and a bunch of similar "cannot copy..." errors.
My License and product keys were genuine, and the source files existed on the CD and were not corrupt. (I tested by copying manually on a different working PC)...
The security database is corrupted.

Question: Why does it let me in in "Safe Mode" and "Safe Mode with Command Prompt"..but not in "Safe Mode with Networking"...

I am sorry to say that I have landed into similar trouble, again, on the same laptop, with a different outcome..
-- A repair-install is hanging at the very end..
-- I can log into the machine in SafeMode..no problem
-- In regular mode, I get the Windows Activation...
Could be a malware sending out spam mail by the zillion --> the resultig open connections could be eating up your memory..? (even if the network is disconnected, your PC will still attempt to create the connection...)
Type "netstat" at the command prompt and see if there is activity you cannot...
Can any one help..
If I do Start-->Administrative Tools-->Services, I get this error dialog saying: "Windows cannot open this file: 'services.msc'"
However, if I go Start-->My Computer--> Manage and click on services, that opens up alright..
Many other ".msc" files will not open...

I had svchost making zillion SMPT connections.
Eventually I got rid of it by running MalwareBytes AntiMalware program.
That resulted in this state:
-- Network Connections Folder is empty.
-- Network Connections Service is missing altogether in "Services". (not listed)
-- "Workstation" Service...
