You mention that you have Autherization set to yes but your not entering a Autherization number. You can just enter a "n" in the remote access form and forget about the Autherization number. The other thing to is make sure your COS has trunk to trunk transfer set to yes
Correct you will not erase the announcements by busying out the board or the reset board command. If you physically reset the board you will loose them all.
If you only have one TN750 just enter "save announcements" it will write to your memory card, to restore the announcements to the TN750...
You cannot backup announcements with out circuit 17 in working order. Circuit 17 on the TN750 is a data module circuit used for saving and restoring announcements. Try and identifing the ext number of circuit 17 "list data-module", once you have the ext number try "status data-module (number)"...
If you would like to verify that avaya resolved a alarm, just enter "list history" and page through to the day in question, look for MAINT port, you should be able to see what test was run to resolve the alarm.

can you swap the cdr devices?
I'm leaving for the day. Once you get the data-module number enter "status data-module XXXX" if it says disconnected its most likely a wire problem, check for continuity of the wire.
It could be a wiring problem.
Each 8400b is assigned a extension number and is wired to a 4 wire digital station port. Try entering "list data" and see if any data-modules are named primary, secondary cdr or cdr1, cdr2. Once you have identified the data-module extension number you can trace out...

I'm not sure about the DuVoice, but in the older Octel VM the only port that would activate and deactivate LWC was programmed as a 7405 with a display unit in the PBX.
try "display system-parameters customer-options" page thru until you see Calls Redirected Off-net it should have a "y".
also check "display system-parameters feature" page thru for Coverage of calls Redirected Off-net it should also have a "y"
I beleive you need both to CF Off-net
