Adding a hub does not create another collision domain because a hub does not filter traffic. It does eliminate the dedicated bandwidth that a switch provides because a hub divides the bandwidth with all attached users/devices.
You may want to use backup interface or watch lists, which are much better than floating static routes. They do not pass routing table information when primary goes down....
Be careful with multihoming, it will cause you to become a transit between the two ISPs. That means that you receive both of their routing tables (which is not a good idea trust me). Sounds like you have a routing issue....
