I had this same problem on this release. It was something flaky. The correct version of manager would not open it up. Rel 10 manager that didn't match at all, had no problem opening the configuration.
If you use a weblm server all licenses are centralized. They could be centralized now, but without knowing more it's impossible to say. Another piece of the puzzle will be if it's ADI licensing or PLDS licensing. If it's PLDS, you could move the license yourself.

You can actually accomplish this without playing a recording. Let the IP Office do the work. Send it to a hunt group without voicemail and queuing enabled. Adjust the Queue Length to match the number of calls. Once the length is met, they get a busy signal.
