Have you checked the analogue card 7 at the remote site, STAT in LD 32, also try an DISC 7 & ENLC 7
You could try the return to queue option in LD 23 ACD config:
RTQT (Seconds) Time ringing on handset before call returned to the queue.
RTQO (NRD / MSB) State the agent is changed to after a call is returned to the queue.
Look at Networking Data - Network Numbering Plan, If you look at the Overview, you'll see how the 31xx site is configured.

I had same issue on an Option 11C about a month ago, the software daughterboard was corrupted, replacing DB, re-installing software and a backup resolved issue. Don't reboot system as the one I worked on did not come back up, when I subsequently
tested the corrupted DB in the lab.
What normally happens with multiple consoles is if a console goes into night mode it shows busy as long as at least one other console is still active, when the last console goes into night mode then they all show night. Alternatively if you press shift + night it forces all consoles into night mode.
Could be a faulty SSC card, I've had to replace a few with the same problem. Its normally straight forward, power down system, remove SSC card, swap Security Device and Software Daughter Board to replacement SSC Card, replace card in system and power up.
