Can you confirm two things to start?
1) All clients are using the 2003 Server IP as their DNS?
2) You have run the configure email and internect connection wizard, under server management>to do>connect to the internet?
During this process you will need to provide your ISPs DNS information.
I had something similar with one of our systems. It turned out one of the many antivirus software products was causing a problem.
Try turning off all 3rd party services and see if the problem still exists.
