If I understood your problem, I believe you need the Symposium Documentation CD and look for "Historical Reporting and Data Dictionary". This CD should be delivered with the system.
I am using Symposium Client 4.2 on XP and I need no other special software.

The only idea I have is to print all the sets in LD 20 and capture them in a text file. Then use an editor to "Find" the text "TGAR 1" and save them one by one (TN) in a list. It is not very nice but this is the only I know.

Are you using Symposium Client or Web Client?
If you are using the Symposium Client 4.1 could be a problem.
Maybe Symposium Client 4.2 will help. This one is working properly with XP.

Is hard to understand it without the configuration details but my idea is that maybe Symposium plays ping-pong with the external provider or with the MeridianMail and the same call comes to Symposium 3 or 4 times
