When I installed the ica32 update from citrix web site. I got apps to run at 16-bit, with 1600 X 1200 resolution. After I created the ICA connection, I made sure that the connections properties AND settings were set to 16-bit color as well as 1600 X 1200 resolution.

Do you have a profile in NT that metaframe uses like All Users and Default users? That might be part of your roaming profile problem.
