Sorry for the delay in responding, guys appreciate your help, the port and IP address were configured, the problem was caused by my running an older version of Manager , I upgraded that the problem was solved. thanks again
Problem identified as being the firmware load on the sets, the serial numbers are in the range of the defective ones manufactured late last year. The vendor and I are having a serious conversation.

I have an IPO 403 with no expansion modules and five 5410's that work fine. Recently added 2 new 5410's. Neither set will register; they simply display a message that states 'please wait' Any Idea's? I could buy 1 bad set, 2 seems unusual

Having Similiar issue with 4.0 However System status reflects the correct time while monitor is an hour ahead. Time on phones and time of day routing is off as well.

I would setup one t1 as a clock source and set the other to take timing from the network (provided by the other end)
You can't have two timing sources, for one thing they will never sync
