One way would be to go into Add/Remove Programs and then go to Set Program Access and Defaults. There you can remove access to IE. This way also works in Win2k sp3.
The ts client is usually on the terminal server under c:\winnt\system32\clients\tsclient\win32\. However, it probably won't install because Microsoft wants you to use the Remote Desktop client built into windows XP. Remote Desktop works just fine with Terminal services on 2000.
