Disable Internet Explorer Locally?

I would like to know how to disable Internet Explorer using the Local Sec Policy for local user accounts. No Domain accounts or policies apply as these workstations are workgroup. The OS is Windows XP Pro SP1.

One way would be to go into Add/Remove Programs and then go to Set Program Access and Defaults. There you can remove access to IE. This way also works in Win2k sp3.
