Evidently Exchange recreated a PUB file when it noticed the original one missing.
I have a backup of the PUB.EDB file.

Yes, it could be the time of day is right -- but the TIME ZONE on that person's computer is incorrectly set.
My guess is that you are on Eastern Time and that person has their time zone set to the Windows Default time of Pacific Time.

I am running into problems trying to rollout Outlook 2003 in an organization with Exchange 5.5.
The problems only happen on computers with Windows XP. Windows 2000 clients work fine. Also, the Windows XP computers run Outlook 2002 fine.

Mailservers are technically required RFC1123 5.2.17 to accept mail to domain literals for any of its IP addresses. Yet, MS Exchange 5.5 does not allow this without further configuration.

I don't think you can do that with NT 4 unless you have a UPS that has a serial port connection and OEM software. When the primary power goes off, the UPS signals the software to run commands such as

If you have only a few computers to deal with, you can also do this by installing TWEAKUI "powertoy" utility from Microsoft. It is not an especially powerful way to control access, but it might discourage casual, non-hacker type users from browsing the network.

This is not an answer to your specific question. However, if you haven't already done so, consider installing and running the "Baseline Security Analyzer" and checking that server. Even if you are "fully patched," you might identify some other more subtle security issues...
If you use the above batch file, consider adding "/y" after each NET STOP command.
This will automate the process to reduce likelihood of "are you sure?" messages when command line NET STOP is used.
example:
