ISSUE RESOLVED! The client had a "Phantom" Outlook Address Book in his configuration. One I deleted and reinstalled it the Mailbox Contacts popped up underneath it!

I do have a .pab file and Outlook Address book is listed in services. It's not a public folder. I'm trying to use the Contacts folder in the user's mailbox. Thanks for anyone's help.
