User2 is a power user, but the same thing happened when I changed user class to Administrator. Also, the Guest account is able to connect to the internet, so I am not inclined to think of this as a security issue.
I wasn't going to reformat and reinstall, just re-create the user and copy the files over. My Guest account accesses the internet without a problem -- the issue is that User2 cannot access the internet.

OK, just fixed it.
I moved the NIC to the last PCI slot. It was in the second to last.
I don't know if it was just reseating or if it was necessary to move it, but it works now. MSINFO32 did not show any shared IRQ for the NIC previously.
