Both good suggestions and ones I've thought of myself and I also didn't think there was any way to do this in a Norstar, they're too smart to let a line stay off hook like that.
I'm going to suggest to the client these suggestions and let him make up his mind to do something or nothing.

Got a weird request from an old client:
They have two lines (main and roll over line) and an old answering machine on the main line and the client wants people to get a busy signal if the answering machine is taking a message rather than rolling down to line 2.

Turns out the block was mislabeled. The issue WAS with the telco. Geez...
The caller ID was set for all lines to be the main number so till I started pulling details of the block position from the carrier I had been looking at the wrong line.
LOL!
I moved the cross connect from line 1 to line six and vice-versa and I'm still getting the short delay on line 1 and 6-7 seconds on line 6.
So it's not the incoming lines.
Any ideas?
The problem I'm seeing is really strange:
Line 1 has no extra delay but lines 2-10 all have the longer delay.
I checked the line programming and they are all the same.
There is a delay longer through the MICS then off the 66 block. About 3 seconds off the block and about 6-7 through the phones
Any ideas of what it could be?
I had the same system in place and made no changes when they moved from a ADTRAN router with copper hand off to this Cisco one so I'm pretty damn sure it's not me.
The only thing I could think of was the DTMF or something along those lines with the new carrier's box.

I just talked with a Comdial engineer and on the DX-120 you can't do this. It's a system wide setting for the ring timer for an extension to voicemail.
Only lines can be set to different numbers of rings.

Found the issue. The system was setting it's console port to 115200 rather then the usual 9600. Once I did that I was able to get in and was also able to get in using SDM.
I've got a used Cisco 877 I got but I can't get into it at all.
I did a factory reset by plugging it in and within 5 seconds pressing and holding the 'reset' button.

Unfortunately I went to the Nortel site and for some reason I can't download this MIB. I've got several calls into some people at Nortel about it but haven't gotten my call backs yet.

I have a client who is asking if we can set up a BCM 400 to email an address when the PRI goes down on the site.
I've looked around and asked a lot of people and can't find any reference to doing this and everyone I've talked to have said you can't do it.
Has anyone ever looked into this or...
I have to upgrade an Option 11 to 5.0 and have been looking for input from people who have done it as far as problems to keep an eye out for and for 'step-by-step' directions on doing the upgrade.
