Your problem is now with the Premiere. You need to config your quick time player to play your movies in normal size and double size.
You can do that by pressing the ctrl+1 keys.

After you'll get the wanted result in the preview do the export timeline thing, It can save you some time.
To solve this problem you can either change the duration ( in the speed setings ) the get to the desirespeed.
The second way is to change the duration ( is the speed settings ) in the frame location press "OK" then go back again to the speed setting and change the speed to the desire...

If you going to file->export->movie... you doing nothing wrong.

He take the length of the whole sequense and calculate the time of the rendering base on the time takes him to render the current frames or effect etc.
