Has the E drive been just recently installed? If so you may have the ribbon connecter hooked on backwards. I'm assuming that this a new drive you've just installed. Be sure it is jumpered correctly. The bios is set to look for cdrom on the IDE channel you have it on,and that the IDE connectors are tight at the MB and CD. Many cannot be turned wrong but some can be sure they are not connected one way...

Have you tried a different power supply known to be working? It sounds like yours has gone toes up and may have taken you motherboard with it.
