Is the DHCP service on the same physical Server that has BlackIce installed? If so - when the FW is operational and you send a DHCP Request to the server - does this trigger any events in the FW Log?
DHCP is based on bootp packets and is a broadcast and does not use ports. If your DHCP Server is on the same segment as your clients then I can't see any reason that the Firewall would interfere with DHCP.

Yes, configuring a port to use switchport mode multi vlan allows you to make a port a member of two or more vlans. But you can not do this if you have trunking configured on this switch.

An Arp request on a local segment is a layer 2 broadcast. Routers by default do not forward broadcasts, so the router is sending back the interfaces mac address and this continues along the path to your layer 3 destination ip address.
If not the ISP, I wouldn't blame tek-tips.com for dropping all ping attempts from the outside. By doing this they can cut down the chance of a Denial of Service attack or people using ping-scanners to probe for open ports.. My bet is that they have their firewall configured to drop all icmp...
Ok try a trace route using the
tracert x.x.x.x (ftp server Ip address) see where it drops off. The fact that the ping returned a time out message and not a host unreachable leads me to believe its getting dropped somewhere along the line.
