Just to confirm, can you ping all the other BCMs? Can the other BCM's ping YOUR gateway? Can they ping your BCM? Is YOUR gateway the Next Hop Router in your BCM?

The closest a BCM is capable of doing is a scheduled reboot, which isn't exactly what you're looking for. Also you can just shut it down and then turn it on after the power outage.
