You are running the correct BIN. I briefly scanned the release notes for 5.0.24 but did not find your issue listed. That said it might be worth it to upgrade as it is the final GA for R5.

This is typically an issue with TFTP being blocked by a firewall on the local computer you are running manager on.
Temporarily disable the windows firewall and any 3rd party firewalls/antivirus that might be running then try again. If all else fails try from another PC.
