Don't you have a connection to the server you want to restore to using different credential than the one you're using to restore ?
E.g:
you're logged on as USER on ARCSERVER, then you have a drive mapped to RESTORESRV (so mapped as USER).
Then from arcserve on ARCSERVER you trying to restore...
When you restore, check the security to the server you are restoring to on the destination tab and make sure it is using the correct id/password. Right click and select security."
