I think he is talking about in visual voice how you have the option to turn voicemail on/off. Unfortunately with R8.1 I think you may be SOL. Not sure if it was added in 9.0 or 9.1 but in 9.1 you can go to the user's Telephony>TUI tab and uncheck Voicemail Controls to remove this option.
