Make sure that the users are putting a 9 in front of their number. Without the 9 it won't try to hit a trunk which means it would assume it was an ext.

The Easy Way:
In the ARS I would just setup a 9 with 10 to follow for the local..
For the LD just do a 91 with 10 to follow.
That should cover both.
To Block 1900 you could set up 1900 with 7 to follow and send it to a fake route.
kwbMitel... You are right however you can program it to first alt to an acd path where it then hits a vm box. You can then add that boxes mwi to the phone. Pretty cool!
