Indeed, this problem is due to wrong date/time or the SIM Card not being recognized. As said before, removing the SIM Card and cleaning it could be enough. Also if the SIM Card is loose within the "thing" that holds it, you can put a piece of paper above the SIM Card (Technical adaptations.. Haha).
He was probably using a DIAL UP connection. If the HiPath has a card called IMOD or IMODN installed on the main board (it's a small card plugged ON the main board), you can set a DID number that receive calls and connect to the PBX for remote administration.
You should be able to get dial tone in POT, either with the extension number configured or not, if you are not getting the dial tone, probably there is an issue in this specific port of this card (best scenario).

You guessed correctly, indeed what I have to do is to send the real number on one trunk and PUBNUM on the other.
