In Exchange admin in the users account select the permissions tab (making sure it is made visible first) and add the user who requires access, set the permission level to user. Does the folder expand then?

Yeah I deleted the user local profile from the machine. This seemed to work. Make sure the permissions are set to show folder at the top mailbox level. Set the permissions under this as required.
