Good idea. I wouldn't mind this feature myself, but no way that I know of at least.

This may sound overly obvious, but have you reset the phones yet? The phones only pull down the ringlist upon their initial registration.
If not, try Settings, **#**.

Absolutely. There are specific part numbers for the Unity Express License when integrating with CCM.

This is actually the case on most all newer software loads. Cisco's reasoning was that there were some customers that wanted to use that sequence in their route patterns. ???? Why is beyond me.

Unless I misunderstood the question, its not the phone system, or switch, that controls access to your local Public Safety Answering Point (PSAP), but rather your service provider. VoIP systems connect to the PSTN and like any other PBX or KEY system, access the same exchange. Now, if you are...
Service URLs could be lots of different things. Yes, the SDK includes some samples like a clock that runs as XML that you could run off of IIS on a 2K or 2K3 box. There is no additional software needed from Cisco in order to add services. Berbee even hosts a few simple XML apps that you can use...

I see no reason why you couldn't keep it pretty simple as far as Directory Numbers go and just go sequential. With 5 to 20 phones at each site, that would make the most sense. We use a 5 digit internal dialplan, but this is because we have over 30 sites with 100+ phones each.

I was actually referring to the new Skype for business which to my understanding can be used entirely within ones organization, with a distributed design, just like the normal Skype, but without requiring any Internet access.

Some routing issues, possibly? Can the routers at least ping the ip address of the remote router's AIM-CUE?

Weird. My only thought is that the routers do not have a dial-peer to match the VM pilot number for the other site's voicemail.

DirTransfer is used to join two calls on hold while dropping out of the conversation. So like this:
Call 1->Hold
Call 2->Hold
DirTransfer
Call 1 and Call 2 are connected. You are disconnected.

Open your ODBC Control Panel (by default, it won't show up in Windows XP), so go to START, RUN, odbccp32.cpl
Its there that you will add a System DSN using the SQL Driver. You'll have to give it the address and authentication information for your SQL server. Its best to create two sources here...
