Startup shortcut doesn't start up 1

Hi folks

I am running:
Intel Core i5-3470 CPU @ 3.20GHz, 8,0GB RAM, Intel HD Graphics
MS Windows 7 Home Premium 64-bit SP1

I have an application called Real Temp which monitors CPU temperature. Since I live in Western Australia, monitoring temperatures is a way of life. I have placed a shortcut to this application in
C:\Users\(User-Name)\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup
but the program does not start (or even offer to start) on boot.

Two things:
1. The shortcut icon includes a shield quartered in yellow and blue.
2. When started manually Real Temp produces a dialog requesting permission to run.

How can I get this application to run on startup?

My techo people got the startup to work by disabling UAC.
Well, it works - yes - but, is it wise to have UAC set to Never Notify?

I don't have UAC disabled, just created a task in scheduler, works every time I boot the computer and log on.
