Set up HTTP file server - phones reply with HTTP 1 -1

Hello, I have a IP500v2 8.1(69. The setup will have approx 200 9621G telephones, so I am trying to setup a windows 7 PC to act as the HTTP server for the Phone firmware files. In the directory of this PC, I have downloaded the newest 96xx phone firmware files, as well as the 46xxxsettings.txt file. I have installed IIS on my windows 7 PC, turned off windows and all other firewalls. In manager I have configured the following:

LAN1 IP Address: 192.168.42.1
HTTP Server address: 192.168.42.5 (address that is statically assigned to Win7 PC running IIS)
Phone File Server type: custom

For some reason, when I plug a phone in, it obtains a new IP from the IPO DHCP table, but when it searches for the firmware, it responds with a HTTP 1 -1, and doesn't download the firmware or 46xxxsettings.txt file.

Any idea's??

I can browse to and see all the contents on the server, so i know the IIS must be working properly?
 
Hey everyone, having the same issue as OP. This is my test http box (production is IIS 7).

My test rig is a PC with win7 and running apache. I used to be able to run it without any issues, but now get the http 1-1. I can browse to address>/46xxsettings.txt and file shows up. I can do the same with 96x1hUpgrade.txt and the bin files (I get asked if I want to download).

Any ideas? MV_IPtel is not really an option.
