Application Server httpd Service Not Running

Attempting to Deploy a new Application Server from .OVA. R11.1.3.2. Customer installed the .OVA and I assigned IP address and GW using the Linux Login. After this we were not able to access using https://xxx.xxx.xxx.xxx:7071 and found that the httpd Service was not running using the systemctl command.

From what I understand any certs required should be installed with the .OVA.
