Parallel & Serial License keys lost and move to Server edtion

I have a Sold to number and SSO access, is there a tool or website I can go to check what licenses are on a serial dongle, The license codes have been lost and I only have the Serial.

Also once I have that, can I move license from dongle to server edition (if the software is still supported of course)?

Or Does this need to be done at the distributor level?

Actually I have not swapped any yet, that is my other question, who does that, do i just contact my partner with the serial numbers?

Or, is there a site I can do it myself on?

Phone Mangaer is no longer supported. The Advanced Networking is obsolete. You should already have the VM Pro with Server edition. The swap would be a wasted effort.
