Well, you may want to be more specific when you post if you expect an answer. If you are using Media Player, there is an effect called WOW effect. You can find this under View > Enhancements > Show Enhancements. Here you can scroll through different sound options, one of which is the WOW effect which will give an 'echo' effect when cranked up. Manipulate it until you like the sound.
If you are not using media player or this does not help, it may be the .mp3. If it happens with all .mp3s, it may be something to do with your sound card.
