Voicemail is not typically used to put people on hold. It wither takes messages or transfers.
This sounds like another coat hanger question:
Husband ask wife for coathanger
Wife says, why do you need a coat hanger?
Husband replies, because I locked the keys in the car
Wife says, wouldn't you prefer if I gave you the spare set of keys?
Moral: Tell us what problem you are having. Do not tell us the problem you are having with the solution you have chosen for your problem.

The issue is with MOH during transfer. Nothing to do with voicemail really.
Check to see if you have the COS option enabled for MOH during transfer. With this option enabled, the system will not present ringback. If you want the system to play Music in this instance then you must provide a music source.
Or
Turn off the COS option and the system should present ringback.

I was going to ask if you're trunks are SIP. depending on your version of MCD there should be an option in the SIP Peer SDP options name "Avoid Signalling/Sendinging Hold to Peer".
Turn this on if it's off. This will not inform the provider of the hold, so they never kick into MOH mode - btw if they are doing hold like this they should have at least have some sort of MOH
