Loops not available in BCM450

At the moment we are configuring a BCM450 and we encounter some problems:
We have a BCM 450 loaded with a DTM module and a BRI module. According to the documentation we have to assign lines to the modules which we did:
DTM (Main MBM4) => lines 91-120
BRI (Main MBM3) => lines 61-68
All dipswitches of the modules are all on. There is no expansion unit.
IF we want to assign pools to the BRI we encounter a problem. Lines 61-62 are occupied bij BlocB which is meant for de PRI-lines. By dropping down the line type in the element manager we get no other choices than Bloc(x). No Pool(x) are available.
This issue means we are not able to use the first BRI port on the module.
We tried already to renumber the lines, reboot, reinitialisation. None of all lead to a correct solution.
Latest patches are applied.
 
Make sure you have actually set the card in Resources to be a BRI DTM and not PRI.
You should see the correct line type if the card is correct.

Go back in and CHECK the mbm3 is set correctly and enabled
 
@ Snowman50: We have set the card in resourses correctly. Status is enabled but the lines for the first loop are set in BlocB by the system.

We do use routing for the PRI for outgoing calls.
We need the BRI for a GSM gateway. So we created a route to this BRI for mobile numbers. To be able to use this routing the lines of the BRI must be set in a pool (as far as I am aware of). That was not possible as described above.

We have solved this problem by setting up the same line numbers for the modules but we have set the modules in another bus.
What we did:
DTM => MBM4
BRI => MBM2
In this configuration the problem is solved. Anyway I am still curious why my initial setup does noet work. According to the documentation it doesn't matter which MBM-bus is beeing used for a certain MBM-module. (correct me if I am wrong)
