IPO routing over IP Trunk

I have two IP Offices SMC and i want to use IPO #2 to route all outbound calls from IPO #1.
these are both 4.2
i have a working IP trunk between the two sites.
i have ARS setup to route short code 1N; set to dial 9. over the IP trunk from site #1 to site #2.
It's working, does this seem wrong and does anyone know of any other way?

you could use a breakout key on the phones. if you have scn that is.
