Does your unit have a VCM card installed?

I've seen those cards go bad and taking the whole system in a continuous reboot.
So take all the additional cards (Trunks, VCM) out of your unit. Get it working and then reinstall the cards one by one to see which one was the culprit.

What bin file are you loading into your 403?

ACA - IP Office Implement
ACA - IP Telephony
ACS - IP Office Implement
CCNA - Working towards.

Jonta,

I had one the other day with a faulty VCM. We'd tested the VCM in a 406V2 previously and it worked. After removing it from the rebooting 403 and trying it again in the 406 it also failed to work there. Oh yeah, and when we removed it from the 403 we found it had managed to wipe the software from the box.

Glad you got it working.
