IP403 Rel 2.0 w/ T1 (MCI circuit with 24 voice channels), intermittently (sometimes weeks apart, the system will drop or lose connection to the circuit, the Smart Jack and CSU show normal lights, no loss of service, but the 403 T1 light will go out and shortly (seconds to a few minutes) after the connection to the circuit will re-establish and normal call operation will begin again. Sometimes just once this happen, sometimes multiple times, and then service continues until the next occurence.MCI has monitored the circuit and has taken the circuit down and looped the Smart Jack, ran several patterns, NO errors. I have bypassed the CSU, replaced patch cords for circuit, replaced the T1 card, replaced the 403 unit, the only thing original is the database.
When the system loses connection to the circuit, the system otherwise is normal, intercim calls are OK, voice mail is OK

It sounds like one of the settings on your 403 is administered such that the T1 will work, but nontheless is not at the ideal setting. I've only done PRI to a carrier, not T1 so can't offer specific advice. However if I were you, I would (during off hours) experiment with what different settings in the T1 form also "work" ie you can still make and receive calls even though you've changed something. Then, go down your list of valid options and try each one, setting it and leaving it for as long as it will remain stable, if it fails cross it off and try the next one.
