Incoming SIP calls to remote SCN users

I am having an issue on a site where we just added Paetec SIP service. we have 2 sites. the SIP comes into the main site. all calls in the main site work great. if we direct a DID over to the remote site it will not ring thru. the calling number comes in as my caller id with the IP of the SIP server on it. like 4015551212102352555. this is on 6.1.5. has anyone seen anything like this or know a fix. this is a SCN between the sites.

What happens on 6.1.12?

I'm not insane, my mother had me tested!
 
I havent tried it yet. we have had issues with 6.1.12 and getting phones to upgrade.
