help understanding 911 route

trying to find the missing piece herelist ars analysis does not have a dialed string of 11, but does 911, which has a call type of svcl and route pattern of 1

however, if I dial 911, and trace the trunk access code, I can see the following:
dial 911# route: ARS
route-pattern 9

if ars analysis shows a route pattern of 1 for 911, how is it going to route pattern 9? I must be missing something obvious
 
Could you display that part of the ARS table? I would be curious to see what it looks like. Do you put in a number to access the ARS table or are you just dialing 911 when you life the handset?

 
we just lift the handset and dial 911. For normal numbers we start with a 9 then the number.

yet somehow tracing the call goes out route pattern 9, not 1
 
are you sure there is not an entry in ars for 11, then route pattern would insert the 9
 
Status the station, See what Network Region the Station is in, Look at the Network Region to determine the location, display ars analysis 911 location X where X is the location from the network region.
 
no entry in ARS for 11. All entries in ARS show a route pattern of 1 - is this a bug?

do a list locations and if you have some for example cha ars ana 11 location 2, the entry could be in a location table
 
list locations shows 4 locations, location numbers 1, 2, 3 and 4

however, if I try "cha ars ana 11 location 1" or 2, 3, or 4, it each returns:
Multiple locations feature not assigned
 
the strange thing is that ars ana 11 shows 911 using route 1. But if I trace a call to 911 it uses route 9

Is that your complete ARS table? Interesting thing is that I don't see a route pattern 9 in there. Do you have something setup for route pattern 9?

 
If it doesn't show up in your aar table, I'm willing to bet that your 911 is set up as a VDN. Do a list vdn and look for 911.

 
Full ars below. When I look at route pattern 9 I can see that's how it gets to the current trunk. My goal is to change the delivery of these calls to another trunk

nothing for 11 or 911 in list vdns :(

well at this point just modify route pattern 9 to mirror route pattern 1, someone is weird as I cannot see how it would go out on route pattern 9
 
The bizarre piece is that route pattern 1 is empty. No config if I run display route pattern 1
 
it has to be going out on another ars location table then
