help understanding 911 route

trying to find the missing piece herelist ars analysis does not have a dialed string of 11, but does 911, which has a call type of svcl and route pattern of 1

however, if I dial 911, and trace the trunk access code, I can see the following:
dial 911# route: ARS
route-pattern 9

if ars analysis shows a route pattern of 1 for 911, how is it going to route pattern 9? I must be missing something obvious

clearly your trace shows it going out location 2 route-pattern 9 preference 1 location 2 cid 0x2f00

it seems straight forward, but how can I view/change the ars analysis for location 2 if multiple locations feature is not assigned?
 
can you do a display locations? if not I would reach out to avaya

weird never seen that message before, are you able to do a change locations and add another location number?
 
no luck, it only allows me to modify the existing location, no blank lines to append another location to
 
Your syntax is wrong. "change ars ana 1 loc 2" or "change ars ana 9 loc 2"

I tried both commands but received the following each time:

just to update this post, I opened a ticket with last week and have not made much progress with Avaya.
one thing that led to different results was changing the ip-network-map to use 1 instead of 2. After that, calls no longer went out the old route pattern, but the call failed (likely due to a missing configuration related to the network region

However, they have been unable to advise on why/how the 911 calls are using the particular trunk that they are on network region 2. Ultimately I would like to use the trunks attached to network region 1, but am unsure what needs to be done

so on the new route pattern now, make it the same as the old one
 
so essentially the only way to make this work is to move all the phones to the other network region? are there any other factors to consider, since all of our IP phones are currently on the other network region?

whats interesting is that the network region currently used leverages a gateway at our datacenter, when there is also another gateway at our local office
 
seeing you do not have multiple locations enabled then just change your current network region to use location 1
 
just to circle up on this:

the issue was that multiple locations was not enabled as a system feature, but was on a previous version of CM that was migrated from. So all of the translations were carried over but not the feature itself.

As soon as the feature was enabled we could then see all of the ars configs for multiple locations and everything matched up with what we were seeing in the traces
