The power supplies 1151c1's don't seem to be working properly or at all. Used numerous power supplies with different phones and still nothing comes up. Using the proper wires for this as well. Any ideas or solutions to help resolve this issue?

I don't know what release you have, but I remember an earlier release that I had to properly connect and program the eu24, then perform an immediate reboot before the IP would recognize the unit.

I am not using any IP sets at all. They are 5420's. The book said to use 1151b1's and they sent us 1151c1's cause the 1151b1's were discontinued. I am using the right cables provided from the Vendor on this as well. Do you have any other suggestions on how to make this work? Is there any additional programming that is not in manuels?

Are you using the 4 pair cable between the phone and the power supply? Pins 7 and 8 carry power to the phone. A single pair cable can be used between the wall and the power supply.

I would concur with enuff2bdangerous.

The lead between the psu and the phone has to be 4 wire, one pair to take the tel and one to supply power from the supply also.
