D160 saying no service

I have a D160 trying to connect to and ip office V2 9.1.5 all I get on the phones is no service/ config.
I hooked it up at my office which is 9.0.100 and is comes right up.
I can see the base in the system status. Could ports be blocked on the network to stop it?
 

Hi,

I thought that this issue is fixed in 9.1.3
Now in 9.1.5 it probably would need a new firmware update for D160

I'm not sure if this is the same issue I'm dealing with but I had 2 D160 handsets working on my system and everything was working fine. A few days ago we needed to change the IP addresses being used and now I just get "no service" on the phones. I've factory defaulted the base unit and then logged into it using my browser and set the ip address to what they need to be to match the new IP scheme. I can still browse to the base using the new IP address and also ping it's IP address. I'm only getting a solid blue light and occasionally the green light will blink.
Does this sound like a bad base unit or a configuration issue?
