Comparing folder contents, how? 1

Can anyone please tell me of a utility program or just a way to safely and accurately compare the contents of two folders maybe with Windows Explorer or DOS.

One thing I'm sure that will work is Norton Commander.
Don't know if that's still updated, but the version I used like 5 years ago works just fine comparing.
