Can't create startup disk - win98se

I can no longer create a startup disk. The system asks for the win 98se disk which I have. All updates have been done. When I start with an old bu disk I get message the FAT was Changed...? Puter can't find command.com on Win 98CD and won't recognize command.com on drive C: in the Puter. I used to be able to create a backup w/o the Win 98 disk. Now I can't do both.

I have done the following and no success:

Disabled NAV, Goback by Roxio, TPF Firewall and Adsubtract
Started windows in safe mode but puter could not find CD Rom

Any help will be appreciated. Is there an alternative to the win 98 b/u

Check for a virus, and remove any spyware either with Ad-aware or Spybot.

Command.com is one of the files that's copied from the HD onto a boot floppy when the boot floppy is made in Windows.
And it's also one of the 3 system files(along with io.sys and msdos.sys) that are required in order for Windows to load. If command.com got corrupted on your HD, then you would not be able to boot up into Windows.
And that file is also should be on the Windows 98 CD. Did you do a 'Find/Files or folders' search in the Start menu using *.cab in the 'Named' box, command.com in the 'Containing Text' box, and selecting your CD-ROM drive in the 'Look In' box?
It sure appears that something(virus or spyware) in Windows is playing games with that file.

Thanks for your help. I was able to get the disk created.


I still had to insert the Win 98se CD disk however the Disk that is created, is it a snapshot of the system files from the win98 CD or is it a boot disk with all the current system files from Drive C:?
