How can you make a Win 2K PC auto lock after say 15mins of none use. So you have to press CTL+ALT+DEL to unlock it ?

Right click the desktop add a screensaver that comes on after 15 mins and select password protect.
 
Put a screensave on & tick the password protected box.
 
Is it only 1 machine or do you have a domain with a policy?

You can have all the machines lock after X minute of idle time. So people don't go looking into other peoples' machines.
 
Also, make sure secure boot settings has the "Require users to press Ctrl-Alt-Delete before logging on" item checked.

Control Panel -> Users and Passwords -> Advanced tab :: Secure Boot Setting section

It is on a domain but no real policy is running. Is it easy to roll out this type of policy on a mixed domain ?

 
You assign this policy to one of the activty directory folders. I have it setup on one of my cleints network.

The users hate it b/c they don't do their job and when they are actually working the computer is locked and they have to keep typing in their username and password.
