Installing a New 9.1 system with a PRI. The previous 9.1 systems worked fine at default when dialing out. I have not made any changes to short codes or ARS. I dial 9 and number and it says call barred and I get a wobble tone. The only number that works is 911. I can change all the feature code in ARS to dial emergency and calls go out fine. I have tried all the feature codes in ARS and the only one that works is dial emergency. Any Ideas?

Probably Outgoing Call Bar on the users.

Stuck in a never ending cycle of file copying.

is your outgoing id the same as the 911 calls for local and long distance calls?

What are your shortcodes in the system and ARS? Nothing in a default system is barred except NoUser, so something has been changed :)

Thanks Sizbut it was on the user. It was on the user rights form for IP auto create.

I agree, I have never seen a new system barred as well

You get the star. I was pleased with getting straight to the probable cause from you description...

...but the existence of a default "IP Auto-create" user rights template and how it gets automatically used by the system is a totally new one on me!

Stuck in a never ending cycle of file copying.

I think this wa one more of Avaya's security enhancements.

for systems that have been badly installed with Auto create left enabled & upgraded from earlier releases so that the tmeout was disabled.

Considering the number of badly installed systems exposed to the internet it was probably one of Avaya's few good design ideas recently

Do things on the cheap & it will cost you dear
