5410 Phones have to pickup receiver multiple times to get dial tone 1

Background:
We had a customer that had an IP500 system. They had this issue before, and we suggested updating to the IP500v2 to attempt to fix the issue and for support purposes. I installed the new boxes last Thursday-Friday. We got a trouble ticket in today that they were still having that same issue.

It's not isolated to a single device, it's all the phones in that location. The system has a D8 with an analog trunk daughter card and a VCM card for their IPO link.

What could be causing the dial tone to not show up be present right away?

It can be anything, like wrong software on the sets, incorrect setting of timers, faulty DS card.
Without a config and a trace it is almost impossible to provide a solution.

It's not the IPO, it's the phone itself.

The 54xx series are known for bad hook swithces.
 
I'll be calling the customer personally today. The info I provided was through our ticketing system.

holdmusic34, does that force that extension to push firmware when the system reboots or will it push with a merge?

Programming should make you feel like god. But it doesn't because there are rules.
