If 10 digit goes through when you dial the acod and 7 does not - it's not a pbx programming issue. Talk to your pri vendor and see if they allow 7 digit translation on their end.
Run the RTD from the server - if it works there - you have a network issue not propagating multicast traffic to the client. If it doesn't work on the server, it could be several factors.
