Your suggestion did the trick. I left it running for about 12 hours and tried it again. No more static!
When I plugged phones into additional extensions there was static, but after leaving the phones plugged into those for a couple of hours it too had worked itself out.

In ACT_SQL.CFM all references to "frmSQL" should be changed to "form".
For instance:

I'm sure there is a better way, but I got around the problem by creating a new folder on the server named site2 and just republishing everything there.
