Torledo, You can install a multitech gateway at each end of a few systems. It can emulate fxs and fxo ports to be used with the existing systems you have.
How many digits are your extensions? Does the range that the lec gave you match the present ext range? You can tell the lec to send 3 or 4 digits. You may have to renumber extensions to fit into the range from the lec.
Does AA 1 still pick up the lines? If so, double check the line ownership in the mess. Make sure that the lines are set to be picked up by voice mail....

Look at your call volume. How long are those lines all busy? Is the Auto Attendant going to be picking up all calls first? A partner mail VS R5 has the capacity of 2x40, but you can expand it to a 4x40 as well. And has max storage of 100 hours. R4 maxes out at 17 hours but you can get it up...
There is a VOIP product that can emulate fxs or fxo lines (ext's or co lines) You could get a 2 port and as long as you have fast internet in both places, you could transfer calls between the VOIP gateways. Product name is Multi-tech.
DID calls come in on the intercom buttons. As long as you have an open intercom button, the call will come in. With the DID's you can point them to a ringing group of extensions, BUT you will need to do some "rigging" to make voice mail cover those calls.
