You have basically answered your own question. When the other box is repaired the users should experience better performance. They can still login as they are authenticating to other dc's in the domain.

A better and more easily managed method would be to create a group/s that is allowed access to the printer i.e <printer name> Colour and <printer name> BlackWhite. Add and remove users to the groups as required. art
